NoBuildPlus

Adds:

• you can now manage the gamerule of worlds that are not protected by NoBuildPlus.
• you may manage it in "add world" of menu
• you can now open the gamerule management menu through executing command /gamerule without arguments entering. NOTICE that this function can be disabled in config.yml

Fixes:

• flags "nether" that players can still teleport through the portal
• some error due to the gamerules
• the unchange of value of gamerules in menu after executing vanilla commands /gamerule xxx xxx to set value of gamerule.
• the problem that folia server can't normally use the menu
• missing gamerules
• displaying debug messages even if debug has set to false

Changes:

• the positions of menu buttons
