Critical Fix for Weekend Stealing

Chests that were already placed on the world couldn't be broken by players therefore were permanently locked away, fixed this by giving the configuration of allowing chests to be broken, this can be turned on for a few weeks to let players regain access to their chests, and it can be turned off later when all players have their access
Added a few QoA fixes to Eye Of Vengeance
