Use minecraft:gravity and minecraft:fall_distance_multiplier instead of effects
This is better and more stable, and could improve performance slightly by not constantly re-applying the effect every tick.
This does mean, however, that you can take damage if you fall from a height, though the amount you take has been significantly decreased.
